Perak assembly sitting on Sept 2...!!!!


Legislators in Perak have been called to the state assembly on Sept 2 to debate debate the royal address delivered during the chaotic previous sitting on May 7.

At a press conference in Ipoh today, Pakatan Rakyat assembly speaker V Sivakumar said this would constitute the first meeting of the second session of the assembly.

“The notice to attend the sitting is being prepared and will be sent out tomorrow, as 14 days of notice must be given,” Sivakumar explained.

The meeting is also timed to fall within the six-month duration following the Pakatan 'sitting under the tree' on March 3, which it claims was held lawfully.

Section 10(2) of the Standing Orders stipulates that the assembly should meet once at least every six months, but is silent on the consequences if this is not done.

Sivakumar said the May 7 sitting conducted by Barisan Nasional representatives had made a mockery of the Perak constitution and Standing Orders.

“The business of the House can only be conducted after the royal address but on May 7, but they illegally conducted all the moves favourable to them and then requested the (regent) to give the royal speech,” he said.

“I had stated that the House would only sit after the seven
suspended BN members including (BN-appointed mentri besar) Zambry( Abd Kadir, right) and the three Independent assemblymen who had resigned (as Pakatan assemblymen) to leave the chambers.”

Instead, they “illegally forced me out of the House with the help of the police”, Sivakumar recalled.

“In any state assembly or Parliament sitting, there will always be a motion of thanks on the royal address initiated by the menteri besar or prime minister, followed by (debate).”

“It is clear that no business was transacted after the royal adddress on May 7. Similarly, no business can be done before the royal address.”

Asked what Pakatan would do if its representatives are again denied entry into the assembly building, Sivakumar said “we will decide when the time comes”.

The Pakatan Rights and Privileges Committee headed by Sivakumar has since suspended Zambry from the assembly for 18 months, while his six executive council members had been suspended for 12 months for “contempt of the House”.
